Established in 2002, Highway Toll Administration, LLC, was the first electronic-toll-payment
service provider to the car-rental industry and today has more than 75% market share
by transaction volume. The company, which handles the tolling interests of more
than 1.3 million vehicles, has processed in excess of 10 million electronic toll-collection
transactions with data from both transponder-based and license-plate-based video
tolling.
Through our patent-pending technology and proprietary services, we offer the most
comprehensive electronic toll collection solutions in our field, from transponder
rentals to video tolling and violations processing.
Our customer roster includes ACO Rent A Car, Alamo Rent-A-Car, Avis Rent A Car,
Budget Rent A Car, Carl’s Van Rentals, Enterprise Rent A Car, National Car Rental,
Payless Car Rental and dozens of independents, as well as franchisees, such as those
of Dollar Rent A Car, Payless Car Rental, Thrifty Car Rental and U-Save Car and
Truck Rental. We often operate under the brands of our customers; for example, Avis
eToll and EHI’s TollPass Automatic.

Technology

With three pending technology patents and one pending design patent, we provide
customized turnkey electronic toll collection solutions for fleets and transportation
agencies, employing our proprietary “TollKeeper” software and integrating it with
toll road/fleet technology. Our transponder-based solutions combine a specially
designed housing unit with standard toll-road-provided transponders.
For our video-tolling solution, we partner with the tolling authorities in each
state where service is provided. Our solutions are supported with full back-end
administrative services, including billing, customer service and dispute resolution
of toll violations incurred.
